Pathways Researcher Recieved PhD Studying Emission Policy, August 2006

Graduate Researcher Gustavo Collantes received his PhD degree with a thesis titled The California Zero-Emission Vehicle Mandate: A Study of the Policy Process, 1990-2004.

Collantes studied the policy process around the ZEV mandate implemented in California in 1990. The first part of his thesis studies the origin that lead up to the implementation of the mandate. The second part is an in debth analysis of the policy process during the biennial reviews of the mandate, while the third part of the thesis studies the strategic behavior of the involved parts in the policy process. Gustavo Collantes has been with the Hydrogen Pathways program since 2003 and has moved to Boston in August 2006 to start a research position at John F. Kennedy School of Government at Harvard University. We wish him all the best in his future endeavors.
